Yes. Marine Corps is subordinated in under the current name. "Department of the Navy and the Marine Corps" is a better choice.
Yes, but an altogether different name is better than combining the names of the two branches.
No. There should be a Department of the Navy and a separate Department of the Marine Corps.
No. It should stay the way it always has been.
