Minutes of the 2017 FODPAL Spring Meeting

The meeting was called to order at 0730 hrs by President David Carlson with salute to the colors.
Prayer was given by Nola Maloney.
Pledge of Allegiance and Preamble by President David Carlson.
PNVC/PFP Doug Haggan welcomes National Commander Charles Schmidt and asked him to give some remarks on the importance of membership; two Departments (Philippines & Mexico) in FODPAL are at 100%. He also briefed on his future journeys to the rest of the Foreign Departments.
Denise Rohan, Candidate for National Commander, also gave a quick talk on her vision of The American Legion and what she wants to achieve as National Commander. Her theme will be “Family First.”
PNVC/PFP Doug Haggan introduced all guests. President David Carlson thanked all guests for supporting and attending our FODPAL Meeting.
Reading of Minutes
Fall 2016 meeting. A motion was made by PNC/PFP Jimmie Foster and seconded by NEC Alaska Jim Pisa to accept the minutes with corrections. Motion Carried.
Treasurer's Report.
PNC/PFP Jimmie Foster gave the Finance Report from 13 October 2016 to 9 May 2017. We started this point with $2963.80 and closed with $3228.80. PNC/PFP Jimmie Foster asked that if you haven’t paid your 2017 dues yet, please do so ASAP. Jimmie Foster stated that $350 was collected at the FODPAL breakfast to help offset our 2017 donations. The motion was made by Doug Haggan and seconded by Jim Pisa to accept the Finance Report as printed subject to audit. MOTION CARRIED. Finance Report is attached to the minutes on file.
FODPAL Breakfast 2017
Chairman Doug Haggan reported that preparation for the 2017 FODAPL Breakfast in Reno was in full swing. Call to the breakfast and Reservation form would be sent out on 1 July 2017. Cost for the 2017 FODPAL breakfast will be set at $30.
Unfinished Business
Membership is still a hot topic; please push your Department and Post membership plans.
The 6 Department NECmen in FODPAL held a meeting to nominate the recipient of the 2017 Earle Cocke Jr. Award. Ken Angst from The Department of France is the 2017 recipient. CLOSED
2017 FODPAL certificate of appreciation will go to Emblem Sales. CLOSED
Request for funds out of the 2017 Overseas Grave Decoration Trust Fund had a lukewarm reception. This money is there to help with your Memorial Day grave decoration; you need to take advantage of it in 2018. OPEN
Help is needed from Departments and Posts within FODPAL to submit stories to the FODPAL Website. The Facebook Page is going very well, however information for the Website is weak. Please visit both sites. OPEN
New Business
FODPAL needs to set up a PowerPoint program; we need to let the world know what FODPAL does. OPEN
Report from the Departments
Alaska – Kurt Walls is the new commander in Alaska.
France – New Post was set up in England, and 3 Posts - 2 Germany and 1 Netherlands - have been revitalized. The Department also started a Junior Shooter program.
Hawaii – Memorial Day is going to be big this year.
Mexico – Just held their Department Convention.
Philippines – The Department is attending many ceremonies. Work is ongoing to write a resolution to get the bells back to the Philippines.
Puerto Rico – NOT IN ATTENDENCE
China Post 1 – NOT IN ATTENDENCE
Canada – NO ONE IN ATTENDENCE
