Mike Surbaugh, Chief Scout Executive of the Boy Scouts of America, will speak at The American Legion's 98th national convention in Cincinnati on Wednesday, Aug. 31.

The conference will be held via telephone on Oct. 27.

Jacob Kelley of Cottage Grove earned a $10,000 scholarship; three runners-up received $2,500.
