Cleo O. Payne USAR Center Veteran's Memorial

The United States Army Reserve (USAR) Center building and grounds were dedicated in 1959, in memory of a Korean War veteran who was killed in action in Korea. The façade displays the words U.S. ARMY RESERVE and the Emblem of the Army Reserve by the main (front) entry. Immediately inside the main entrance are 3 commemorative displays: A wall-mounted bronze plaque inscribed: “CLEO O. PAYNE UNITED STATES ARMY RESERVE CENTER DEDICATED 1959 SERGEANT CLEO O. PAYNE KILLED IN ACTION IN A MILITARY OPERATION AGAINST AN ARMED ENEMY OF THE UNITED STATES AT SOKKOGAE NORTH KOREA 16 FEBRUARY 1952”, A wall-mounted bronze plaque inscribed: “STRENGTH IN RESERVE US ARMY RESERVE”, and a wall-mounted display case with various items of memorabilia relating to Sergeant Payne. The display case memorabilia includes an American Flag draped over a framed picture of SGT Grade 3 Payne; an olive drab uniform jacket with 45th Infantry Division patch, shoulder sleeve insignia of grade, collar branch insignia, decorations and service ribbons (Bronze Star Medal, Purple Heart, Good Conduct Medal, Army of Occupation Medal, Korean Service Medal, United Nations Service Medal with Korea Bar), and 1st Class Gunner Qualification Badge with weapons qualification bars; a Purple Heart Medal; framed pictures; a citation; the last picture of Sergeant Payne on a tank, taken some 30 minutes before he was killed; and his billfold with Korean money.
