The U.S. Postal Service no longer sells IRCs, and most USPS employees are unfamiliar with them. The USPS’s International Mail Manual (IMM) covers the topic, however, in Section 381. If the postal clerk can’t help, ask for a supervisor. Also, take along a copy of the appropriate IMM section.
