HUD’s 2025 point-in-time count homelessness survey recorded 32,495 homeless veterans, a 1 percent decrease from 2024.
While veteran homelessness has decreased since 2009, veterans were the slowest declining homeless population among all demographic groups between 2024 and 2025.
Those findings come from the recently released Department of Housing and Urban Development (HUD)’s 2025 Annual Homelessness Assessment Report (AHAR) to Congress.

Overall, veteran homelessness has decreased 56% since 2009, when veteran data was first collected in the survey.
The survey also found that, while almost half of all homeless veterans live in America’s 50 largest cities, Wyoming and South Carolina had the greatest percentage of veterans in their total homeless population, each over 9 percent. Massachusetts and New York had the lowest percentage of veterans in their total homeless population; each was under 2 percent.
