The publication assembles field reports of three Veterans Affairs & Rehabilitation programs conducted by The American Legion between 2024 and 2026.
The American Legion has created an 84-page publication that assembles field reports between 2024 and 2026 from three of its Veterans Affairs & Rehabilitation programs:
System Worth Saving (SWS). Legion staff and leadership visit VA medical centers to assess the care veterans are receiving and identify best practices to high quality care that can be shared across all VA medical centers.
Regional Office Action Review (ROAR). The Legion’s initiative in 2011 holds VA regional offices accountable for claims backlog and to improve claims processing for veterans. ROAR visits combine on-site evaluations, data analysis, and feedback from veterans and their families.
Base Assessment and Servicemember Experience (BASE). The program addresses quality of life matters that affect servicemembers and their families like housing, food and childcare. American Legion staff and department leadership visit military bases to gather needs and best practices and share with the Department of Defense.

Each report offers insight into the challenges, best practices and opportunities faced by the Department of Veterans Affairs and the Department of Defense in their efforts to provide care and quality of life for those who have made the commitment to serve our nation in uniform. The publication is also a tribute to American Legion Past National Commander Ronald F. Conley of Pennsylvania for his dedication to quality healthcare, benefits and fairness for America’s veterans.
