In the summer of 1942, four brick pillars were erected which supported two billboards containing the names of 1,295 Cape Girardeau citizens serving in World War II. By November of 1944, 3,700 names were listed on the billboards. After World War II the billboards were removed, but the pillars remained and in 1948, Louis K Juden Post 63 devised a plan to memorialize the World War I and II war dead by placing their names on plaques on the brick pillars. On Memorial Day of 1950 the plaques were in place. That November, the Boy Scouts of America placed Liberty Sister in front of the pillars and Russ Limbaugh, Sr, World War II Veteran, dubbed the location "Freedom Corner."
