The memorial is a public drinking fountain dedicated to citizens of Anson County who died in World War One and to the heroes of the American Revolution. The featured speakers were Tom Byrd of Asheville, State Commander of the American Legion, and Colonel Hanford MacNider, National Commander of the American Legion.
