How to Start a Youth Cadet Law Enforcement Program

How to Start a Program

Legionnaires interested in establishing a Youth Cadet Law Enforcement program should work closely with their department leadership to identify individuals qualified to help initiate the program. Early coordination with the State Police or Highway Patrol is essential to determine feasibility and secure agency support at the state level.

Once an agreement is in place, organizers can begin developing the program’s curriculum, application process, and schedule for the inaugural session. Departments with existing programs—including those in Arizona, Connecticut, Delaware, Florida, Georgia, Illinois, Indiana, Kansas, Massachusetts, Michigan, Missouri, Nebraska, North Carolina, Ohio, Oregon, Pennsylvania, South Carolina, South Dakota, Vermont, Virginia, and Wisconsin—may also serve as valuable resources and points of contact.


Curriculum and Duration

Program content may vary by state, but most Youth Cadet Law Enforcement programs combine physical fitness training with classroom instruction and hands‑on learning. Instruction often covers topics such as criminal and constitutional law, patrol procedures, criminal investigations, traffic crash investigations, evidence collection, arrest techniques, fingerprinting, courtroom testimony, public speaking, leadership development, vehicle operations, report writing, interviewing techniques, crisis intervention, and controlled use‑of‑force and firearms training.

Most programs are conducted during the summer months and typically run for approximately one week.


Application Process

Departments and sponsoring posts should establish a clear application and selection process to review, approve, and place students into the program. State Police or Highway Patrol agencies should be engaged to assist in developing or reviewing curriculum content and program standards.

Applicants may be required to submit physical fitness certification from a licensed physician, and participation may also require completed liability release forms.
