Four district commanders to be honored in New Orleans

Four American Legion district commanders will be honored on stage during the 2024 National Convention in New Orleans for winning their respective categories in the Race to the Top competition.

Race to the Top is divided into five categories based on the membership of the district without regard to geographic locations. The top district commander in each category whose district membership on March 31 represented the greatest percentage over the final previous year’s membership was named a Race to the Top winner.
 
The four winners, along with a guest, receive an all-expense paid trip to New Orleans for the 105th National Convention as a distinguished guest of National Commander Daniel Seehafer. The trip includes round-trip airfare, tickets to the National Commander’s Banquet, and hotel accommodations for six days and five nights. The winning district commanders also will receive a Legion cap that signifies they are Race to the Top winners, and awarded on stage at the national convention with ribbons for each of the district’s posts.
 
The 2024 Race to the Top winners are:
  • Category I Districts of 15 to 1,499 members:  Milton R. Chatham, Department of Texas District 2 (111.92%)
  • Category II Districts of 1,500 to 2,999 members: Stuart L. Scott, Department of Florida, District 3 (109.01%)
  • Category III Districts of 3,000 to 4,999 members: Gary S. Ely, Department of Georgia, District 9 (105.67%)
  • Category IV Districts of 5,000 to 7,499 members: Murray S. Hall, Department of Maryland, District 6 (104.15%)
  • Category V Districts of 7,500 and more members: No winner

Second place winners receive a $500 check:

  • Category I Districts of 15 to 1,499 members: Jack Scott Paulsen, Department of Idaho, District 2 (111.86%)
  • Category II Districts of 1,500 to 2,999 members: Cynthia Miller, Department of Texas, District 11 (108.99%)
  • Category III Districts of 3,000 to 4,999 members: James N. Bowers, Department of Florida, District 17 (103.69%)
  • Category IV Districts of 5,000 to 7,499 members: No winner
  • Category V Districts of 7,500 and more members: No winner
Third place winners receive a $375 check:
  • Category I Districts of 15 to 1,499 members: Steven J. Storey, Department of Texas, District 7 (110.59%)
  • Category II Districts of 1,500 to 2,999 members: Robert F. Russell, Department of Georgia, District 6 (107.50%)
  • Category III Districts of 3,000 to 4,999 members: Leonard T. Ward, Jr., Department of Maryland, District 2 (102.58%)
  • Category IV Districts of 5,000 to 7,499 members: No winner
  • Category V Districts of 7,500 and more members: No winner
